Cooling Advice for my computer

First of all, I don't know a lot about computer hardware, so please forgive my ignorance. I purchased a computer from Cyberpower about 2 years ago. Since then I've had numerous problems with 2 pieces of hardware: the cooling system and the motherboard. The cooling system has been replaced 4x already and is about to be sent in once again to be replaced. I think that I need a better cooling system for my computer. Also, instead of buying a new computer, I'm considering just using what I have and upgrading.

My computer hardware specs are as follows:

MEMORY: (Req.DDR2 MainBoard)2GB (2x1GB) PC6400 DDR2/800 Dual Channel Memory Corsair XMS2 Xtreme Memory w/ Heat Spreader

NETWORK: ONBOARD 10/100 NETWORK CARD

POWERSUPPLY: 1,100 Watts Power Supplies [+239] Tagan TG1100-U96 TurboJet Quad Quiet SLI Ready)

VIDEO: NVIDIA GeForce 8800 GTX 768MB 16X PCI Express XFX Extreme Edition Powered by NVIDIA

With that said, any ideas on why my cooling system stops working? Are there better cooling systems out there for this setup? Also, my computer is very noisy. Any suggestions on how to reduce the noise level? Thank you in advance.
 
I'd probably consider rebuilding those components in a better case with decent air cooling - forget water cooling for now.

Some nice cases are the Antec 900 (very quiet) Antec 1200 (quiet and very cool) Coolermaster Cosmos (superb case) or indeed any case by either Antec or Coolermaster. It depends how much you've got to spend.
