Correct Temp

Before I need to buy what may be an unnecessary VGA cooler, can a temp reading from the video card/ATI tray tools be incorrect or abnormally high? Here's what happened: Before, i used to get a temp avg. reading of my Saphire ATI x1600 Pro from ATi Tray Tools of 68 C. Then the idea struck me to take off the front panel of cooler for better heat dissapation (bad idea btw). Anyway, I ended off taking VGA cooler off and putting right back on without taking the front cover off. And what I found out too was it was sort of glued and know the seal is broken. Now I get a temp of 95 C and rising. Is this temp wrong or should I get another VGA Cooler?
