Could anyone help me understand this sentence ?

Here is the sentence : "...we understand that in the world of SoC design "off the shelf" IP is not always the best fit"
I think IP here is integrated production, SoC is obviously System on Chip

I imagine that SoC is correct, but I doubt that IP is referring to Integrated Production as that has to do with farming... unless I'm missing something.

What is the sentence in reference to?
 
This Corporation 's work is design ICs type ASIC (Application-Specific Integrated Circuit) like chips used in cell phone, like router ... just want to get the best understanding why they say: "off the shelf" IP is not always the best fit ???
