CPU Cooling Issue with Dell Inspiron 580

Really new to this forum and need some assistance from people who are smarter than me. I have the above PC purchased in January 2011. No problems until recently. There are three fans inside the case. The one that I think cools the CPU is surging. It speeds up and slows down on an approximately 5 sec cycle. This is new. I'm not sure if the fan is failing or if the control mechanism (whatever that is) is causing it to surge. I have powered down and blew all the dust out with canned air. No change. Also, recently, when I run lengthy videos, the entire PC will lock down and will not respond to any commands and must be manually shut down and restarted. I use McAfee virus software and Malwarebytes and scan routinely. Not sure if the two issues are related, but the surging fan, I think, takes precedence. Any comments from you wily and intelligent folks is appreciated in advance. Thanks

Can you spin it smoothly by hand? If it stops short or takes some effort then I'd replace it.
 
I removed the fan and spun it. It spun freely; however, there was what appeared to be a slight hard spot in it as it came to rest. Did it several times with the same result. Blew dust out again, replaced the fan in its home spot and restarted. So far so good. Time will tell. Previously, the fan had begun surging after about 15 minutes. Will post later with additional results. Thanks.
