CPU Cooling

I really need to bring my cpu temp down, I don't have much money (around $50), and I'm not going liquid cooling. My temp hovers around 58-65 deg c. I'm not overclocking. And I have stock heatsink and fan for an AMD Athlon XP 2500.
What should I get?

This is a good heatsink in your price range.
If you can get some good thermal paste like as5 like $6 a tube on newegg, and it will be even better.

Fan Size? Cost Diff?

That Thermaltake fan has a 120mm fan size while the zalman has a 92mm fan. Would the 28mm size difference of the fan blades make the zalman less effective. Also, with Video Cards and CPU's you pretty much get what you pay for. Does that stand true to heatsinks and fans as well?

Ok well zalmans are some of the best air aftermarket coolers available. The fan isn't the main part when it comes to cooling its the actual heatsink and how effective it is at absorbing the heat up from the cpu. The fan merely cools of the heatsink, so if your case already has good airflow it won't make much of a difference. As for getting what you pay for, true to a certain extent but not completely. When it comes company to company it just varies on different things. Either one are great coolers so just whatever you feel is better.
