CPU cooling

I recently bought a AMD X2 4600+ and an Artic Cooling Freezer 64 Pro to upgrade my current PC. I have a program callled Core centre which moniters CPU temprature and CPU fan speed, and i have recently notice that the CPU fan is only running at 770 RPM when the specs say that it should be running at 2200 RPM and the CPU temperature at 45 oc . I am unsure whether the Fan is faulty or it just adjusts itself to the CPU when nessecary? What kind of temprature should it be running at?

Oh yer... this is the link to the fan i bought http://www.ebuyer.com/customer/products/index.html?rb=25790501516&action=c2hvd19wcm9kdWN0X3NwZWNpZmljYXRpb25z&product_uid=101471&spec_type=ZXh0ZW5kZWQ=

I very familiar with that model since it was first looked at before buying a Zalman CNPS 9500 off of a friend. http://www.coolerguys.com/840556025061.html

I see they discontinued that model case from the information seen at http://www.xoxide.com/nzxt-trinity-case-silver.html For a cpu that you have OCed you can expect to see a higher temp even when idle. That's the drawback when pressing this type of stress on any hardware. The 45C is still within the normal operating range while it could be better. Increase the air flow in the case itself with larger case fans if they fit. The pictures at the link suggest 80mm not 120mm on the side cover and maybe front and rear.

Being that the model board there is a Socket 939 model leetkyle's advice there is also one thing to consider. You'll find that often enough far more accurate then strictly going by any software readings since that reads directly off of the board's sensors. But OCing any cpu will see temps climb up automatically. The Artic Cooling model there is commonly recommended for those on a budget while the Zalman 9500 model gets better reviews from those who have been using it on dual core models like AMD's X2 line up.
