CPU core voltage

I recently built a computer and I installed Everest to monitor temperatures and voltages and I noticed the CPU core voltage varies from 1.04V to 1.4V.
Why is that and is it a problem ?
 
thats probably cool and quiet kicking in, and adjusting your multiplier as well as your voltage, will drop to .975 on idle about, and run around 1.4 loaded, to verify run a benchmark and watch the voltage, then turn off most processes, and watch it feather, and possibly land on the lower voltage/frequency
 
Thanks for that. It doesn't go below 1.04V actually but whatever.
I read that voltages are supposed to be constant that's why I was worried about this one fluctuating so much but then I read on wikipedia that the CPU core voltage and clock speed was being adjusted dynamically these days :)
