CPU fan not pull the CFM its supposed to, need recommendation for new one!

OK, my Thermaltake Big Typhoon is supposed to get 54CFM at 16 dBA, great. Only problem is, I don't think its getting anywhere near that, so I need a new recommendation. I need a 120mm fan that gets at least 55 CFM at 24 dBA max with a 3 pin connector just like the normal CPU fans have.
 
I don't need a new heatsink, I know for a fact now that the fan in the Big Typhoon is not getting anywhere near 54CFM. My 80mm is pulling more air! I just need a new fan that's all. Does anyone have a recommendation for a new fan?
 
what do they look like? and does that mean that it will always stay at max speed? and also there will be no sensor on it for the 3 pin to utilize?
 
the rating people gave say otherwise. They rate it at about 35 dBA...not good for me...

That's still respectably quiet, seeing how much air it moves. If you're OCing at or over 3ghz, silence really isn't something you can be picky about.

Will they fit on the thermaltake big typhoon? same size, 120x120, so it will work right?

That should work, but don't expect the sound dampener to work wonders.
 
From what I see higher RPM makes more vibrations, but either way, that's the best I could find for performance/quality mixture with the dampener just because its only $2 :D
