CPU fan problems

My cpu fan doesnt respond to commands, i went into bios and set the speed as medium, but it doesnt take effect. The speed stays on full speed throughout, and doesnt slow down even though the cpu is down clocking.
Can anyone help?

In your fan options do you have a auto? If so enable it and wait for the PC to fully boot up and see if the RPM goes down.

My fan always runs full RPM when in Bios or booting up my system then goes down to 10%.

nope, i tried that. in the cpu quiet fan options i set that at low, and then i set the cool n quiet options as enabled, but still the fan continues to run at full speed and doesnt slow down when system is idle.

thats because my threads are getting 30 views and no ones helping. And I need help fast since im also having this problem on a friends build.
