CPU heat

I have a problem, my cpu is running at 55 degrees celsius constantly (HOT). the fan is on high a few minutes after i turn the damn thing on and it NEVER turns off. Also, the radeon 7000 fan is also on constantly, and im not even playing a game or looking at videos! It seems like the heat could be slowing down the entire computer. Is there anything that works at cooling down the cpu and gpu in a laptop?
 
can i just ask you to do something, because this is the same prob as my mates got with his laptop, try raising the laptop of the surface, but make sure the fan has an easy path (if you know what i mean), have you oc'ed the cpu or anything.
 
I didnt oc anything as this is a laptop. A chill pad or cooler might do wonders if fans are blocked by the tables.

EDIT: I found like 4 blocks in my room and put one in each corner and the cpu went from 55C to 49C in 3 mins. Thats a huge difference, and with the added fans from a chill pad i could probably get it to around 40 right?
