CPU is half speed

Hello,

I have an AMD Phenom 9950 Quadcore Black.

It's a 2.6ghz processor and it says so in the bios when I look.

However, when I right click My Computer it says it's 1.3 ghz. I also installed CPUID CPU-Z and it says the processor is 1.3ghz as well. Is something wrong? I've checked them both also when running a game and still the 1.3ghz.

Do I need to get something to make the processor run at full speed?
 
AMD Cool n Quiet, if you dont want to use it you can disable it in the bios. You might have to change your power setting in device manager too. When the CPU is not under load it powers it down some.
