CPU noise

My CPU is so noisy like a very loud fan.

it has already been so noisy since the day i bought it.
the seller tell me that is because of the standard case (simbadda) with a bad PSU. is this right?

it has been 2-3years now. and i feel soo fed up but i have to use the computer every single day.

many said that it is occured because of the cooling fan. but i have no installed cooling fan at all inside my cpu. i just installed it yesterday because i realized i dont have any inside. so i think it is not because of that.

can someone help me?

You need to figure out which fan it is making the noise and replace it. If it's your PSU you need to replace it with a better model, same goes for the CPU fan or the case fan. Witht he case open it should be pretty obvious which fan is the noisy offender.
