CPU Not Booting On, No signs of power

My HP Compaq dx2310 does not boot on with no signs of power, such as colored lights and fan spinning. I've ensured that power is going through my wall outlet and surge protector through some tests and ensured there are no loose connections, so It must be the power supply or other hardware that might be causing the problem, yet I am not sure so how do I troubleshoot and fix it?

Simple test. Get a multimeter and test the power from a hard drive connector. I believe the yellow and black wire should give you 12 volts.

What is the make and model of the PSU? How old is it?

250 W/300 W ATX Power Supply – PFC with a 115 v/230 v line switch with HV immunity up to 410 V/s. its 10 years. I should close this topic since discharging the psu made it Voila! boots on normal.
