CPU or System board?

Hello all,

I have an HP dv6700. It does not turn on. To be more specific, it does 'power up'. I can turn it on. All the media lights turn on, and you can hear the fans run at full speed for a few seconds as if it's trying to POST. Then, the computer immediately turns off. Meanwhile, there is no picture on the LCD, I haven't tried an external, there is almost no point. After a few seconds, the computer tries to boot again, doing the same thing- shuts off, tries again, shuts off, etc... I tried narrowing down the problem. I tried both DIMMs separately in both slots, took out the battery, took out both the CD drive and the HDD.
Even as a precaution, I took off the power button to see if it was sticking, and it was not.

At this simplified state, I think it must be either a CPU or System board.

Does anyone have any input, questions, or advice?

Sounds very similar to my grandparents old Compaq. It essentially is doing the same thing, though when it shuts off, it comes right back on. No screen/backlight or anything. However, they had some problems before this...

Anyway, it's pretty uncommon for a processor to die unless it's run without a heatsink or something crazy like that. I'd say it's very likely the motherboard's shot.
