CPU Overheating

The main problem was that it didnt power on at all. Ok so i switched out the power supply. Turned on and everything good but then the computer froze, restarted, froze again. So i touched the heat sink and it was super hot so i cleaned out all the dusk (there was alot). So i thought that would fix the problem but computer still froze and heat sink really hot. So i turned off the computer and left it alone for a while to cool down. I felt the heat sink and it was still really hot. I noticed that the power supply fans are staying on even when the computer is off. I switched off the power supply from the back and the fans turned off. I left the computer alone for a while and the heat sink is now cool. So i turned on the power from the back and the fans started to go again. I left the computer like that without turning it on and the heat sink started getting really hot again. What could this be. Doing research it seems it might be the mobo but im not sure. Any help would be great. Thanks
 
Reversed wires for the hsf? If you plugged it in backwards somehow that would be a short to ground being seen making the sink itself hot. But a little more information as to whether that is a stock heat sink/fan combo or 3rd party cooler would help since most will see a one way fit when plugging the power in for them. Defective would be a little more likely.
 
HSFs should only see any warm to hot temps while the system is in use to draw heat off of the cpu as that is being cooled. The fan on the hsf there may be stuck like seen on a Zalman 9700 here when first finishing up or be no good.

A short in the fan's motor would see the entire hsf heat right up fast with only the supply on since that will pull power directly to ground. Your first item there is replacing the stock hsf with either another identical stock if lying around or preferably going with a better 3rd party cooler.
 
Until you hit the power button the case you shouldn't see any fans run and certainly not see the stock hsf or any 3rd party cooler get hot. I still have to wonder why power is being drawn even with the green leds seen on the newer boards. The power to the cpu fan shouldn't be seen until the power button is pressed. Otherwise you would see that run 24/7 while the system was off. A short +?
 
Correct there is no power to the cpu fan with the computer off..the cpu fan is not running...its the power supply fan that stays on when the computer is off...i have to switch it off in the back so the fan will not run...right now i checked the heat sink and it was cold...i switched the power supply on from the back and after about 2 minutes the heat sink started warming up...and thats cause the computer isnt even on...its so weird...im gonna try replacing that heat sink and fan like u said
 
Something on the board seems to be switched on while not seeing the system start. You are seeing a hot sink with a fan in the supply running while none of that should be seen at all with the main power off.

The board should only be seeing the power led showing that there's adequate power with the supply's fan running and hsf hot. Sounds like a bad board hearing this. That would explain power being pulled through the cpu fan circuit.
 
perhaps some dust got into the ball bearings making it hard to rotate thus causing the fan to draw more power and produce more heat.

The hsf is still getting hot without the system running. The fan in the supply runs on it's own with the power off but supply breaker on. Something on the board isn't shutting off while the rest is by that description.
 
Everything started pointing at the board itself with the two things being seen there. Hopefully the replacement will now run strong for you there.
