CPU performance decrease :(

Hello, I have been suffering from this affliction for far too long and I've decided to do something about it! When I first got my computer it was running fine and dandy at 2.7ghz. Today I checked and was saddened to see it runs at 1.2ghz :'( I also have a windows 7 performance index of 3.9 when it should be 5. I have deleted unused programs, used "CCleanner" to clean my registry, defragmented my hardrive and nothing. I am no computer wizard but I have an above average education on the matter (I like to believe so). What would be the best course of action to restore my computer back to its prime? thanks. I have diagnose of my system attached.

download cpu-z and see if it still continues to say 1.2ghz. if so the only thing i could think of is a bad bios, it may need updating.

what cpu and board is it?

Its possible you have either AMD cool n quiet enabled or intel speedstep software enabled to actually clock the cpu down when not needed. Download and run a cpu benchmark program such as prime 95 and i'm sure you'll see the cpu speed go back to normal.
 
Thanks guys. Downloaded CPU-Z and it is running at 1.2ghz. My processor is a Intel Pentium E54000. I ran Prime95 and did one of the tests but nothing brought my CPU up to speed. I have never done any overclocking before. The main board is ASrock G41C-VS.

update the bios.
 
If you open up your PC, and look at the fan which is pumping air over the CPU, (Which is the thing with grills ontop) you may see that it is clogged up with dust. Clear it with a air spray can, (Or even a hairdryer, as long as it's as minimum setting and on cold, and make sure the fan doesn't spin to quickly). When this is clear, your CPU should come back to 2.7ghz.

I know it should ran at 2.7ghz when using a stress testing program, no matter the airflow, but it isn't unheard of.
