CPU Prtoblems or Video Card??? Help!!!

Okay I have rebuilt my computer brand new board (gigabyte GA-8VM800PMD-775-RH), the chip is a pentium D 830 3.0Ghz/2m/800FSB, 2 WD 40Gb HDD, ATI Radeon 9800/9800PRO 128M AGP video card, 1Gb DDRII 533 memory, with an Acer Foxconn Heatsink and fan with copper base and heat pipes. My problem Is that my cpu temp. doesn't get below 52*c (good or bad?) . When I try to play a game like NFS Hot Pursuit 2 I never get to play it because it will lock up. Is my video card going up or is my cpu too hot? What are some ways of cooling the cpu more? Any and all help is greatly appreciated Thanks.
 
It is an old Emachines M-ATX Tower. I have included a picture.

ok, better cpu cooling comes down to a few things.

1. airflow.
-That case looks like a tank. Meaning that air doesn't get in easily. I would suggest a new one, but that is a lot of trouble to go through just to lower temps.
2. HSF
- If your using a stock HSF, then your due for an upgrade. There are 775 compatible heatsinks that would help for ~20-30 dollars.
3. overclock settings
- you probably don't have this issue, but sometimes an overclock can cause overheating.
 
make sure you have another fan on the back besides the power supply(on some e-machines they only have a fan on the powersupply and cpu cooler and left a empty spot for a fan).
1gb of memory is not much, you should upgrade to 2gb.
if that doesnt work get a better cpu cooler.
 
It look like you have bad airflow. I remember i have eMachine PC, it is very hot like lava in tower. Here how i solve heat problem. I replace rear fan with high CFM, I glue fan on side where have vent. Plus it is recommended that you getting fan controller too.
