cpu running hot

hello everyone
I just bought this computer http://h10025.www1.hp.com/ewfrf/wc/document?cc=us&lc=en&dlc=en&docname=c03499587 and installed this gpu http://www.newegg.com/Product/Product.aspx?Item=N82E16814162113 as well as this psu http://www.zumaxpower.com/products/zu550w.htm and i have the computer hooked up to a 47" samsung tv through the hdmi pc input (so it runs like a moniter)

anyways speccy is reading idle at 41c and watchng HD videos for an extended period of time temp will shoot up to about 69c and then the cpu will throttle down. cpu usage has never gone above 20% and the fan seems to be running properly.

im gunna try to re-seat the heatsink but is it possible that the cpu is putting off more heat running the gpu? meaning ill have to get a better heatsink

Clean off the thermal paste and apply some nice AC5. The stuff manufacturers use is garbage.

so i found my problem actually my cpu is running hotter now because HP can put thermal paste on better than me lol so im using my old pc but i attached a photo of the processor with the old thermal paste and that circle is all the surface area that the heat sink makes with it.... wow congrats HP im so proud

Yeah get some isopropyl alcohol and clean both mating surfaces.
Reapply thermal paste as shown here.

Then make sure you securely reattach the cooler. Make sure its down firm.

Then realise that when you're watching a HD video, your CPU is doing the workload as its an APU chip right?

Therefore I don't think those temps looked that bad.

Someone else here may know how to enforce HD encoding on the GPU?? That would cool it down (and make the GPU warm).

temps didnt seem that bad but it was still enough to throttle down the processor to cause lagging bout (20% cpu usage) i used to have a 1.8 phenom quad core that nvr had to throttle down and i have a dedicated gpu installed so doesnt that bypass the igpu anyways and make it easier on the processor? seiously though how can a heat sink only make that much contact its only touching like 75% lol

ok so i redid the heatsink and things are much better speccy is still reading kinda high but my pc is going up to 70% now and not throttling down and i found another reason for the "throttle down" was because my pc doesnt like the crappy gearhead wireless mouse i have thank you to everyone for your help i really appreciate it
