Cpu usage

I have been experiencing this problem lately, when I do anything on my computer and I check my cpu usage it is all over the board. At differnet time when I check my cpu percentage it is at 100% and stays there until I shut down the program and stop what I am doing. Rarely does it go to 100% but when It does it drives me crazy. When the cpu is at 100% it takes a while to even open a simple program. I am using windows xp home edition.
 
Make sure all video card drivers are installed if you are using a video card.
Otherwise the CPU has the whole workload and even moving a screen takes 100% CPU usage.

its going to be at 100% while playing a game...a game usually takes up all of your cpu available for maximum performance in the game.
