I have a 1.70gHz processor. If is says 25% usage on Rainmeter or Task Manager, does that mean that it is running currently at 0.425 gHz? (1.7 x 0.25).

ok. So it always runs at 1.70gHz? Is there a way to check that it is in fact running at 1.70gHz?
That's what CPUz is for (you know the thread you asked for "diagnostics" to monitor your PC....the link to download it is in there).
Running cpu-z will tell you what its running at. Depending on the processor and if its an Intel or AMD and if you have their software enabled in bios then it could run at a slower speed until its needed and then the software will raise it back up to stock. The software I'm talking about is Intel's speedstep software and AMD's cool N' quiet software. This software is designed to keep the processor cool when really not needed but will speed it back up to full speed when needed.
