Cpu?

Quick question.
When vista boots up it uses 100% of the cpu.
When internet explorer loads it uses 74%
I use the windows side bar to look after it and get random spikes here or there
is stuff like this normal?
My CPU is an AMD 6400+ black edetion
I've run all sorts of scans and pick up the usual nothing major.

The entire OS is loading, so naturally there will be a demand on the CPU. Mine does the same with both XP and Linux. So long as nothing hangs or you see major CPU-usage at Idle afterwards, you should be fine.

The only thing that I'm wondering about is anytime I do anything on ie7 like scrole through a page it jumps to 50-67%
