Creating a Hyperlinked File ?

Hey,

I have a huge Microsoft Word document of Policies and Procedures (about 400 pages long).

I was just wondering, what program could I use to create a file where u can just click on different links on the contents page to find the pages you want, instead of having to scroll down, say, 300 pages to find what you want.

eg.

Contents Page

Section 1 (click on this link to go to section 1)
Section 2 (click on this link to go to section 2)
Section 3...

I want to put this file on a CD to be handed out to many people so it needs to be compatible on different computers, not just my own.

I have no experience whatsoever with Microsoft FrontPage, but I can use basic HTML (creating hyperlinks, formatting font, etc). I tried making it with FrontPage but because of my lack of experience, I don't know how to actually make it into a file anyone can go to, and not one that needs to be put on the web.

Any help would be greatly appreciated,

You can do just that within Microsoft Word, if you want to present the document in Word format. You first have to create the bookmarks by highlighting the selected text at the top of each section, and clicking insert > bookmark. Give it a relevent name, and click add. Then you create a hyperlink by highlighting the contents title, right clicking and selecting hyperlink. You can then select the 'link to a place in the document' tab, and select the relevent bookmark.
