Creating A PC Backup Restore Disk w/Vista Basic. Can it be done?

I'm thinking on purchasing a computer (pre-built) with Windows Vista Home Basic. I only have Vista Ultimate full version. I doubt the computer I am planning on purchasing is going to be able to run it. So I want to create a back up of the computer. I want to create on of those disks where you pop it in your disk drives and basically will reformat your computer to system defaults. Now my question is can it be done? If so how?
 
If the computer has Vista pre-installed, you may have the option of using the OEM own recovery disk utility, or you could check with the company to get the disks.
 
Well its an off the shelf computer. It's an eMachines. The site says to how to create a PC Backup and Recovery disk and how to restore the PC however it says that Vista Home editions do no come with the option to create a restore disk. The computer does come with this thing called BigFix which I do not know what that is.
