Is there anyone who can recommend something that is good for wallpaper making? I want to make a wallpaper with that has pictures in the sides and frames in almost all the middle.. Any help is greatly appreciated!
To do what you described you need a graphic editor with more than a basic capability. IrfanView, probably the most popular free editor, cannot paste pictures into a background. Try Googling "graphic editor", no quotes. This list of freeware looks quite good. The Gimp is probably the most advanced freeware editor. Personally I don't care for its awkwardness but it can do a lot including layers. I have not tried others on the list but they look good too.
Don't forget the Paint program that comes with Windows, but it's very basic.
If you go to payware, the next tier up are things like PhotoStudio, PhotoImpact, Paint Shop Pro and many more ($50-100). PSP used to be the most advanced in this range but they've changed directions in recent years so that may not be true today. I'd try the freeware ones above first.
There's nothing special about a wallpaper, it's an image that (ideally) fits your screen. Most graphic editors can set any image as wallpaper.
