Creating a website

I am no expert on computers so this may not be practical but please bear with me.

I want to monitor my home using a webcam located externally and presume that if I create a website I can use this to access the images in real time?

Trouble is I have no idea how to create a website and if it could be done for free or if there are costs start-up and or on-going.

Can anyone please give me some advice or suggestions how to go about this or indeed if there is a better way to achieve what I'm hoping to do?

Any help gratefully accepted.

You don't need to create a website to do this. There's some programs that can set all this up for you.

Don't know of any off the top of my head though.

You don't need a website to monitor your home. You can download a free Java app like yawcam so you can get live feeds and capture image from your web-connected pc.
