Own IP?

You mean your own ISP? As in buy and resell broadband etc?

Is this what you mean?

Well yes, you can contact your ISP and ask them if you can have a STATIC IP?

If your asking if you can go and have 123.456.789.0 and you own it... No.

Ip address are bought and purchased in blocks, by large companies.
Im sure if you paid enough you could get one... but NO, you cant CREATE one.

Who creates ip address, another stupid questions from me. thanks

they are generated, sometimes randomly, but its getting to a point now that we are running out of IP's to distrubute, so most blocks sold are in sequence... who sells them.... the ISPs do i suppose

Well its just a unique number, which is kind of automatically created to a number which is available. As mention above.

But a new system called IPV6 is coming into place, or in some cases is out to increase availability.
