creating ISO file from C Drive HHD

I created a VHD file from my C Drive on my hard drive
the ideas to get my custom windows 7 operating system packaged as an ISO file
so I can just reinstall it without having to worry about updates every time I install it

so how can I turn convert my whole drive into a ISO file

This is most likely what you are looking for. You take your original windows 7 dvd and integrate all the updates into a new install dvd.

right but I want it custom because I install other softwares anthem have data that I want back. In the iOS file along with the rest of the operating system

Just use something like Acronis True Image to capture an image of the system drive. It's way easier than making a VHD and trying to configure Windows Deployment Services to deploy the VHD.
