critical resources seem to be missing....

every time i turn on the computer, i get the following Home Portal Monitor message:

Critical Resources seem to be missing (Bitmap:SysTrayMenu)

when i click on ok, i also get the following message:

Missing .ini file or Registry Value "SysTrayMenu".

i tried to restore the system to an earlier date, but the computer does not restore.

operating system: windows xp

what other information do i need to give?
