CS: 100FPS Problem

I used to have 100fps constant in CS, but not anymore. I think it was because I recently downloaded the ATI Tray Tool for overclocking my graphic card but it can be something else. Does anyone know whats going on? I did all the console commands in cs to max out my fps to 100. Can anyone help me out on my problem and etc?
 
you can allocate extra system ram to the video card... It helps a lot. Do you do this already (-heapsize)

If not, you right click on CS link in the games window.
Im not infront of my game, but it is commands to start the game or some junk...

(like the old -game cstrike option)

Anyway you should only allocate 50% of your sytem ram, or until the game becomes choppy. Star with 1/3 and move up till you like it.

In the format "-heapsize 300000" for someone with about 1gb of system ram.
 
Here are some other tricks to get better performance in CS. This will work well in 1.6. I also think this will work in source. First make sure V-Sync is off.
Console commands:
fps_max 1000 (You won't reach 1000, but its just to make sure there is a huge amount of leeway)
developer 1 (Big performace boost!)
cl_updaterate 101 (If you have something faster then 1Mb DSL, use a higher number)
cl_cmdrate # (replace the # with your average FPS)

This helps me alot with my 32MB GeForce MX400, it should help with your 9600XT.
