css it being stupid

yesterday when i turned steam on, it said that CSS/HL2's files were gone and it needs to get it from the steam server, something like that. So i pressed ok, and it popped up with that message again. So i pressed cancel, and i got the updating 0% for about 3 hours. I got confused so I deleted css local files and decided to reinstall it. But then when i try to reinstall it i always get the "steam servers are too busy, please try again later" message...Tried again but still got it. And today, when i tired for like the 5th time, i still get it. WHAT'S GOING ON?!:confused: thanks
 
Sometimes it tells me that too but I ignore the message and simply restart steam. You might have to re-install CSS via the disks.
