I went to steam and downloaded source sdk,sdk base, and dedicated server.
will one of those help me make a map, and host it on the server list?

Dedicated server is HOSTING a server,
SDK Is for creating Scripts, not GUI Making Mapz.

Try going to www.steampowered.com and asking on their wat too use

Yes downloading the "Source SDK" through steam is enough to get you started. "Hammer" is the editor and is included in that download .
