cursor sticks/jumps

i have an intellimouse explorer. About a week ago, a problem arose. Now, sometimes as i move the mouse, the cursor sticks, and then jumps to where it should be. It's getting worse every day it seems.

i know my video card has problems as sometimes there are dots on the screen. if i change video cards they arent there. the reason i keep using my current one (for now) is because of the resolution it supports.

could the vid card be affecting the cursor? if not, what else could the problem be? i am using xp pro and just did a new install about a month ago, and cant think of anything i installed around the time the problem started showing up.
i went and installed the latest drivers for this mouse but it didnt correct the problem.
 
One way to find out is since you have another video card that works, swap them out and see if the mouse problem goes away. if not you know its the mouse or something else
