guys can anybody knows how to determine if the cpu is damage my friend called me up and says his cmputer just turn on but have a black screen but the fans are working he thinks its cpu i told him its mobo. well what you guys think he dont have internet right now so he just called me up

It could also be the 12v cpu being left out or seeing a loose wire inside the plug. There are other things to actuall consider since a bad cpu generally results in a constant beeping or visual cpu failure message onscreen. If the board was toast you would see it simply shut off in a few seconds.

Oh c'mon you, start making some sense and stop spamming. Like "I like cod4" or "Oh, 4gig?"...will you quit it, PLEASE, it's not helpful, useful, or funny.

ON TOPIC:
Could be a loose cable, yes, or a damaged PSU...even a screwed-up graphics card, maybe? My vote is the loose cable...had the same kinda weird problem on my old comp, I completely disassembled it and didn't find any problems, put the whole thingy back together and -huzzah- it worked.

With simply seeing a black screen, fans running, and no immediate alerts a little more information on things like "does it seem like Windows is still loading with the hard drive led busy?" would point at something other then the cpu like a bad video card.

Since you are the go between and not the one seeing the problem you would have to ask these types of questions and relay them back here. Other then that it could be a number of things with no way to tell.

the video card is ok he tried it on another pc and it work., his mouse keyboard is also not working the light on hos hdd remains purple and steady could be bad hdd? i was thinking of the mobo

With the mouse and keyboard out of commission you have to start considering some things. By testing the card and seeing that it works that rules that out showing how the process of eliminattion brings you closer to the actual problem being seen.

PSU is funky probably (unless the computer is clogged with dust). Fans running and no boot is usually a bad 12v rail. If it's clogged with dust all bets are off. One thing you could look for is a bulging or leaking cap, or more likely a burnt chip. I've run into a couple lately that were clogged and there was a blown chip (you could see the burn hole on it) on the motherboard. It could also be a bad CPU (especially an AMD, and more often than not those POS Athlon XP chips).
