Dating a file

hey i need someone help can the police or fbi or someone tell when a file was orginally made if the date has been modified? i hope they can

Is it on a hard drive or a cd? Hard drive changes when you interact with it. Right click on it and I think there are 3 dates created modified and accessed... So yes they can. Even if the fle has been copied over, it wil retain the creation sate of the original file.
