DCMA claim on torrent file?

I think if a file on one-click file hosting gets reported because of DCMA claims or something like that, they will be taken down. I'd like to know if DCMA claims is possible on torrent files (and how?). Because I recently encounter somebody in China sharing torrents files related to child porn and very sick materials. Although I also watch porn, I only watch legal porn and I hate those making harm to child who are innocent. I really hate that. Is there any ways to take down files sharing on torrents? Who can I report to? That forum owners give no response to my complaint. Does anyone know how to report to China police?
 
I doubt the authorities in China care.
If the site that is hosting the torrent is in the USA you can get it pulled from that site.
If you can find that torrent on Google, Google you pull it from their listings also.

It won't be covered under DCMA because their is no copyright on child porn.

Yes, China gov doesn't concern about copyright but they fight porn.
Is there any other 'way' to take down those torrents? I really hate child porn because of some personal historical reasons
