So right now i was thinking of upgrading my CPU to something like a AMD Phenom or something of the sort with a MOBO that is DDR3 compatible, problem is looking around i don't really now how to tell if its DDR3 compatible or if it really even matters...help...

Since most motherboards only support one RAM standard, the website you are looking at should tell you. If you can't find the specs, newegg.com is a great place to look for components specs. Newegg only serves US and Canada so if you are outside North America, you would have to buy your parts elsewhere but newegg is still a great starting place when you are searching.

its mostly says oc all the time, when i just built my pc with my asus p6t, and put 1600mhz rm in it, but in the bios it read as ddr3-1066, so I had to manually change it, that how it is 99% of the time.

I had to do that to mine too. DDR3 1600 only ran at 1066. :(
