Dead motherboard?

My father's emachine's computer died a few months ago and I ordered him a new motherboard, CPU, and RAM for it. I was there to help him install the components but had to go back out of town before he could boot it up. He said he got it to boot up and go to BIOS a couple of times, but wanted me to get it up and running to windows. He bought an SATA hard drive, installed it and turned it back on to make sure it was recognized in BIOS. Then the computer shut off and would not turn back on. The power supply works, the switch is good, but the computer will not turn on...I get nothing. Any ideas? How would I go about testing the MOBO?

I'm pretty sure the CPU is an Intel Pentium D 940
 
So it doesn't do anything, no power at all?

He may of knocked the switches going from the front on/off switch to the motherboard?
