i remember back when i took the certification. one of the question was about when using a wrist strap do you plug in the power supply power cable.
i was talking to another guy the other day and he said you dont need to have the psu plugged in while working with a wrist strap
hmm.....
from the books... you're supposed to have the psu plugged into the socket and outlet so that it is grounded.
although when i built computers i never do it that way since the outlet is way to far from my workplace
