decent mobo/cpu

Here are some decent components for you to look at total $271 (without shipping costs):

Phenom II 720 Triple-Core (2.8 gigahertz) Processor - $119

GIGABYTE GA-MA770T-UD3P Motherboard - $80

PNY Optima 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Desktop Memory Model - $72

Would this combo run alot better than my current combo? I would go ahead and get the 955 black edition cpu though. Would that work with the mobo and ram?

Most Phenom II central processing units have significant processing power over most first generation Phenom processors. Not only are the Phenom II processors better, you would likely be using RAM that is over 50 percent faster than your current RAM.

Also the Phenom II 955 Black Edition would work with the GIGABYTE GA-MA770T-UD3P motherboard.

Edit: I just found this RAM and it is better than the PNY RAM for a few dollars more:

G.SKILL Ripjaws Series 4GB (2 x 2GB) 240-Pin DDR3 1333 (PC3 10666) RAM - $75

Im reading alot of reviews on Overclockersclub.com and the Phenom 965 and 955 arent very good overlockers. Is this true? If i can get something cheaper that is just as fast or has more potential than i will. Any ideas?

The Phenom II 955 processor should be able to handle all of the video games you want to use it for. I wouldn't worry about overclocking this processor. It is powerful and should do fine running at a 3.2 gigahertz clock speed.
