Deciding on Laptop

I want to buy a laptop that my parents will use for surfing the internet and watching Netflix mostly.

I don't want to spend a fortune on good PC Specs however I would like the PC to be fast. How low for a CPU can I go if I grab a laptop with a SSD to load things really fast?

I realize SSDs are expensive but I'm making it an option so she can turn off and on her laptop fast and watch her Netflix.

Thoughts, ideas, suggestions?
 
Just curious, but if she only wants to watch Netflix, use the internet, edit documents, etc., a Chromebook is an excellent choice. Bootup times are insanely fast, most use SSD's, and they are around $250-$300.

I have never heard of Chromebooks up until today and I'm taking a look at these. They look pretty cute and I'm considering it.

I'm still up for more suggestions to look at all possible options if anyone has anything to add on top of this.
