I was wondering if I can get a small ssd just for the purpose of booting windows off of it? oh yeah and without spending an obscene amount of money.
 
To me, spending that much money isn't worth it. Let the prices come down and then maybe.
 
How small do you mean by small? How much would you spend? Currently you won't find a decent SSD with at least 30GB of space for under $100. So unless you want to spend $120-150 you might want to wait for prices to drop.
 
I was thinking about having just enough space to boot Windows 7 from. I heard that I have to save my programs in the same space that I have my windows files if this is true, I need about 40-60 GB to feel like I'm not going to run out of room over the next few years. on the other hand I see people boot Ubuntu off of a flash drive all the time. If that is the case, I might only need 8-16 GB to make it work. As for prices, I understand that SSD is still very expensive and i think that if I can get one for under $150 it might be worth a second look.
 
The intel ones are supposed to be good. I have the 40 gig one on its way which cost $130 on newegg. This is the video that convinced me a ssd was worth it.

Also, if you turn off hibernate you will get an extra 2 gigs of space since it wont make room for your ram. But you do not need to install programs on the same disk - at least not on xp but I dont see why you would have to in 7.
