Dedicated server speed question

For a gaming server we have a dedicated server using the Intel Xeon
E5-1650v2 6c/12t 3,5 GHz+/3,9 GHz+

My question is this. Is there a way to manually force this chip into turbo boost all the time? If there is, is it in the BIOS? We're running Arma 3/100 person server, running the Epoch mod. This mod is very unoptimized at this time, so it uses a LOT of CPU processes on this machine, using all the cores. The issue is we've never seen it go over 3.46ghz. What do we need to do to make it jump up to 3.9ghz?
 
Boost mode is usually TDP related, so the CPU will boost if it has some available thermal capacity.

I believe the 1650v2 MIGHT be unlocked, you could force the multiplier in BIOS if available and test. This would effectively make your CPU overclocked though.
 
I'd say it depends on your motherboard.
If left untouched, it will boost to 3.5GHz on all cores and only 3.9GHz on one/two.
With mid-high end ASUS or MSI boards I know you can "OC" the Turbo Boost to always go for the higher option, but I've seen this unavailable with the same chip in a different board.
