Define bottleneck please

ive been researching a lot and every forum or even most posts here i see different definitions and its confusing because my friend told me my pc is bottlenecking and i dont know whether to believe him or not because i dont wanna do anything to my build unless i need to.

Build.
PSU: 620wSeaSonic 60plus bronze
GPU: GTX 560ti 1gb (ASUS CU II+ thing)
CPU: AMD Athlon ii x4 640 (running turbo ucc default on it)
MOBO: ASrocK 870 extreme3
HDD: 500gb 7500 rpm western digital
RAM: 2x2gb Ripjaws gaming ram 1600hmz & 2x2gb mini kingston ram 1333 hmz (overclocked to 1600)

i think i got everything in my build if not tell me :P

but yea my friend told me my cpu is being bottlenecked is this true?
 
A bottleneck is just what the name implies. It's a restriction or narrowing that limits flow. Have you heard the old saying "A chain is only as strong as its weakest link"? A computer system is only as fast as its slowest component. I'm not sure what your friend is referring to regarding what is "bottlenecking" the CPU in your system but in reality ALL CPUs are bottlenecked because they are faster than any bus, RAM chip or peripheral. Much of a CPU's lifetime is spent waiting for some other component to deliver some data for it to act upon.
 
A great tool you can use to determine if your central processing unit (abbreviated CPU) is the bottleneck of your system is Task Manager. You can pull it up in Windows by using the Control + Alt + Delete keys.

Once Task Manager is pulled up you will want to left click on the "Performance" tab. If you see that "CPU Usage" is at 100% a lot it means that the processor being overloaded by whatever programs are running.
 
your computer is not being bottlenecked. your cpu is a good match up with the gtx 560 card, and your ram is running at 1.3 Ghz so your good there as well. dont listen to your friend. a quad core with a 560, c'mon. to do a good test to see whats bottlenecking your system, start a game, preferably one that uses more than 2 cores, and is heavy on the graphics card. start the game and go into the the graphics options and turn everything down to the lowest settings, including the resolution. run the game and be sure to have something like fraps running so you can see your frames per second on the screen. play the game for a minute and monitor the frames per second. this amount is the max amount of frames that your cpu can push out to you graphics card. the reason for turning things all the way down is because it will take the load off the gpu and put it on your cpu. now, start the same game and turn all settings up to the highest settings including resolution. now play and monitor the frames per second your getting. if your frames per second are the same as they were before, then you are being held back by the cpu. if they are lower by just a smidge, then i would say that your cpu and gpu are pretty well matched, and if its significantly lower than the 1st time then your graphics card is the bottleneck. keep in mind, unless you are using a monitor with a refresh rate higher than 60, then shooting to get above 60 FPS is pointless.
 
when i run black ops there is some stuttering but thats prolly because black ops is just not that good in compatability
 
Black Ops is coded very poorly. There are people with i7s and crossfired GPUs and they can't run it, even though I can run it with extra detail. It's a hit or miss with your computer.

Are there any fixes or patches released for the game that are available for download?
 
hmm i play alot of cod4 promod but i ned better graphics after i played metro 2033 and bfbc2 (servers are a pain).
i think its compatability cause i dont think i should be having any problems ill wait for a new patch and new nvidia drivers
