deleted perminently?

just wondering if windows really does perminently delete anything too big to fit in the recycle bin or if it retags it and places it somewhere else and still takes up the drive space? Any help would be greatly appreciated. Thanks

yes and no.

There are programs that will bring back what you delete, aslong as you do not overight the sectors with new information.
I do not have the names of the top of my head.
 
Yes it keep some of the information on the hdd but you can use other programs to completely remove them like sytem mechanic 5 pro.
