Deleted windows partition

My buddy is having a problem with his computer. Accidently he deleted the windows partition and turned it into a dynamic partition . This led to a cursor which keeps blinking at startup. I tried accessing the boot menu, but the CD drive's not showing up in the list of bootable devices. What can i do?
 
Check the bios to see if the cdrom is actually recognized. He might have jiggled the cable loose if he opened the case.
 
He said that he was messing around with the partitions and when he restarted, this was the result. Tc drive is not recognised in bios
 
is there any way onecan access the command promt either through bios or before loading the os?
