Deleting files. Says i need permission??

I am trying to wipe my secondary HD that was on my last computer and when i try to delete the "Windows" files it says i do not have permission. The options are to "Try again" Or to "Cancel" I tried to right click and run as administrator but there is no such option!?
Any help would be greatly appreciated.

Have you tried Shift + Delete, that normally what works for me....

What version of windows do you have??? XP or Vista???
 
No i only have One account. It was a bit odd but it worked. Thanks cohen, you have helped me solve a quite a bit of problems. I wish i could leave rep on here.
