i am the administrator so i should be able to delete it.
anyone got any ideas as to how i should go about deleting the file?...
its some of the user data from before the format.

You said that a file was still on your computer after a format?? I've never heard of that...not sure if thats possible.

Anyways, maybe it's a file that was indeed deleted but somehow found it's way back making it LOOK like it wasn't deleted in the format.

The reason you can't delete it might be the file permissions. Just because your the admin doesn't mean you have access to everything. If you have XP home edition, boot in safe mode, right click on the file, go to properties and find the Permissions tab. Make sure your account has full access, then...click add and add the name "everyone" and give that full access. Press okay then try to delete.
If you have XP pro, turn OFF simple file sharing by going to tools/Folder options/View in any folder window. Then, right click on the file, go to properties and find the Permissions tab. Make sure your account has full access, then...click add and add the name "everyone" and give that full access. Press okay then try to delete.

If that fails, try this program...http://www.softwarepatch.com/software/moveonboot.html

Moveonboot does the job, but whenever I get an access denied message, I use a program called "Unlocker", it's a free context menu extention program that when used it detects what processes are tying up the file, and allows you to kill the tie, without killing the process. I find access denied messages are often caused by processes hogging a file.

I'm a bit stumped how a file can still be there after a format though.
