deleting outlook express

my dad is trying to get rid of outlook express, which came with his laptop (refurbished dell w/ XP). it's not listed in add/remove programs, and when you try to put it in the recycling bin, windows says that its in use by another person/program. He's the only use on this PC, so i'm curious as to which other program might be using it, and how to get rid of it. thanks.
 
Remove Internet Explorer and you will find out fast! For XP you would go into the add/remove Windows components and ? You can simply right click on the Start>Programs listing there to remove it from starting up along with Windows. Or you can reinstall IE and not setup OE in the process.
