dell inspirion 3800 issue

I have an issue with a dell inspirion 3800 im trying to add xp to it but the cdrom wont read xp cd. ive tried and tried but it wont ,do u think let me know what i need to do to get a operating system on it.it had win 2000 but i took out hard drive put it in my other laptop (toshiba) and ran xp on it with no problem but when i put it back in the dell i get blue screen saying hard drive has problems so i put it back in toshiba and formatted it ntsc and now its back in dell and i get message NTLDR missing.I need help just want to get an os on it dont care if its 98, 2000 or whatever
 
yes it say cd/dvd/ rw but it only is cd. i was looking for some type of diagram to let me know how to set these particular bios to show what its supposed to be, but i tried all settings and still dont read.
 
I suppose if you have a bootable flash drive you could, you would have to take the xp files from the disk, put it in the flash drive and then boot it from the flash drive, I am not sure if it is possible. In your BIOS you would have to go to boot sequence or something similar to that and then go to primary boot - cd-rom secondary - hard drive
