Dell Inspiron 15 boot issue

Hi folks,

Friend of mine is having some issues with their Dell Inspiron 15 laptop.
When we try to boot it up, it keeps going to a screen that gives you the option to boot up either normally or to some setup thing. Whatever route we take, it keep going back to the startup. Basically its in a like a loop cycle and can't seem to load from the c:/ drive properly. I've tried going to the boot menu and selecting the c:/ drive, but again it just goes back to startup.

If anyone could shed any light on this matter, i would be very grateful

A little more specifically,
1. Does it POST in a normal amount of time?

2. Does it ever display the windows welcome screen? Does the screen just go black or what?

3. Does it go back to the POST load screen after you've selected normal/other boot? If not, where does it send you after trying to boot to the OS?

4. Can you access safemode at all?

Have you tried booting from a disk? Has there been any black and/or blue screens recently; or any other major problems/issues?
